Precast-Prestressed Safety Program Summary

As part of the OSCO Construction Group, Strescon and Borcherdt have well-established Safety Management Systems with a commitment to continual improvement. The Safety Policies are reviewed and re-affirmed, together with establishing safety performance targets, by senior management on an annual basis. It is supported by a Corporate Safety Department and Safety Coordinators dedicated to Plant and Field operations.

Hazard Assessment is ongoing, with a well-developed Critical Task Analysis and Inventory. Job Safety Analysis is conducted for high-risk activities. Practices and Procedures have been developed as identified through these hazard assessments. Projects are pre-assessed for risks and process is in place to review safety performance and qualify subcontractors.

Training is essential to our goals, with in-house resources providing many courses including Supervisory Responsibility and Due Diligence, H&S legislation, Drug & Alcohol Policy , WHMIS, Fall Protection, Manlift, Forklift, Crane Operation, Rigging, Heat Stress, Respirator Usage, Electrical Safety, and Confined Space Entry. The OSCO Construction Group was awarded the NBCSA Health and Safety Training Award for the highest number of training certificates issued during 2004 and 2006.

Compliance is monitored through external and internal auditing programs and regular inspections. Qualified personnel inspect and maintain our equipment as applicable. The Strescon Saint John Plants participated in the WHSCC Risk Management Auditing System until it was discontinued in 2005. The Bedford Plant has maintained a Certificate of Recognition through NSCSA since 1996 and Strescon (Atlantic) since 2002. Strescon also participates in annual safety and security audits through the international C-TPAT program.

When incidents occur, they are analyzed for immediate and root causes to identify corrective action. The OSCO Construction Group has maintained a Recordable Incident Rate less than the industry average since 2002.

Significant Milestones are as follows:

  • In February, 2008 the Bedford Precast Plant was recognized for working five years and over 850,000 hours without a lost time accident.
  • In May 2005, the Bedford Precast Plant was awarded the NSCSA Chair’s Award of Excellence and recognized as the safest company in Nova Scotia in the category of over fifty employees.
  • Also, in May 2005, the NSCSA Leadership Award was presented to Keith Burke. Keith has been the Safety Supervisor at Strescon Bedford since participation in the NSCSA COR program in 1996.
  • In March, 2004 the Strescon Saint John Plants were recognized for working one complete year and 350,000 hours without a lost time accident.
